On Thursday, April 17, 2008, the National Academy of Public Administration convened an expert panel to discuss the progress and challenges in reconciling interagency transactions. The U.S. Government Accountability Office and others have cited these transactions as one of the reasons that government agencies cannot achieve a clean audit report, as well as government as a whole.
The panel was moderated by Academy Fellow Edwin Harper, Senior Vice President at Assurant, Inc and former Deputy Director of the U.S. Office of Management and Budget. The panelists were:

Deputy Assistant Secretary, U.S. Department of the Treasury

Chief Financial Officer, U.S. Department of Housing and Urban Development
Ken Bresnahan
Partner, Grant Thornton, LLP and former Chief Financial Officer, U.S. Department of Labor
More than 60 government executives and stakeholders were on hand to learn the newest developments in dealing with government-to-government transfers.
The panelists discussed the progress that has been made with the introduction of standardized accounting rules, as well as the formation of a committee to resolve disputes between agencies. It was agreed that these steps are a good beginning, but more work is needed to solve this complex problem.
