Strategic Planning for Urban Indian Health Programs

The National Academy of Public Administration (the Academy) has entered into a contract with the Indian Health Service (IHS) to assist in the development of a five-year strategic plan for the Urban Indian Health Programs (UIHPs). Congress provided funding for this project in the 2016 Consolidated Appropriations Act and directed IHS to develop the plan in consultation with urban Indians and the Academy.

 

About the Academy

The Academy is an independent, non-profit, non-partisan organization chartered by Congress. A unique aspect of the Academy is its more than 800 Fellows. These Fellows include former cabinet officers, Members of Congress, governors, prominent scholars, business executives, and public administrators. The Academy’s unique mix of independence and expertise has made it a trusted advisor to Congress and federal agencies.

The Academy formed a panel of seven Academy Fellows and one expert on urban Indian health issues who is enrolled in a Tribe to direct this project. The Panel is supported by a highly-qualified professional project team.

 

Background

The Panel and project team will conduct an eight-month project that will culminate in a strategic plan that will guide the activities of OUIHP, area urban coordinators, and UIHPs. The project will include developing a baseline understanding of the program’s current state and identifying the needed future state.

The entire work process will be collaborative and transparent. The strategic plan will be developed based on input from IHS and OUHIP, as well as external stakeholders, such as the National Council of Urban Indian Health (NCUIH), the leadership and staff of the 34 UIHPs, other Urban Indian Organizations (UIOs) involved in healthcare delivery, and the broader community of UIOs.
