Identifying a Path for Success and Advancing Change Management Review of the Structure of Business and Enterprise Services in FPAC-Business Center

Background

The U.S. Department of Agriculture (USDA) Farm Production and Conservation (FPAC) Business Center provides services to employees and customers across the Farm Service Agency (FSA), the Natural Resource Conservation Service (NRCS), and the Risk Management Agency (RMA). The services provided by the FPAC-BC were designed to improve operations and efficiencies within USDA and bolster support for America’s farmers, ranchers, and foresters. The FPAC-BC became operational in October 2018 and has undergone some minor structural changes to improve output.

Project Description

As a part of this study, the Academy will

  1. Review existing documentation on the organizational structure of the FPAC-BC and provide additional supporting data collection services using a method co-designed with FPAC-BC leadership;
  2. Consider the ideas, feedback, and input collected and provide recommendations to FPAC on the most responsive, effective, and efficient organizational structure for FPAC-BC service delivery to FPAC;
  3. Work with FPAC leadership to develop an implementation plan that will operationalize recommendations and effectively navigate process changes; and
  4. Develop reports and briefings on the implementation plan developed in the previous phase and support FPAC leadership with necessary change management efforts.
