ONCD

The National Cybersecurity Strategy (NCS) mandates the development and implementation of a National Cyber Workforce and Education Strategy to improve cyber awareness, education, training, and increase the diversity and talent pipeline of the national and federal cyber workforce. ONCD has two (2) interagency working groups without Federal Advisory Committee Act (FACA) designations and, per the establishing memo, ONCD can solicit input from cross sectoral stakeholders on an occasional basis. However, the National Cyber Workforce and Education Strategy will require stakeholder engagement for its implementation.

In order to determine the best course of action, and what public-private partnership approaches are conducive to ONCD implementing the National Cyber Workforce and Education Strategy with private sector partners, ONCD contracted with the National Academy of Public Administration. The Academy

1. Assisted ONCD to design, plan, and facilitate stakeholder engagement and listening sessions; and
2. Developed a white paper with a recommended public-private partnership approach.
