ONCD

The National Cybersecurity Strategy (NCS) mandates the development and implementation of a National Cyber Workforce and Education Strategy to improve cyber awareness, education, and training, and to increase the diversity of and talent pipeline for the national and federal cyber workforce. ONCD has two interagency working groups without Federal Advisory Committee Act (FACA) designations and, per the establishing memo, ONCD can solicit input from cross sectoral stakeholders on an occasional basis. However, implementing the National Cyber Workforce and Education Strategy will require more intense and sustained stakeholder engagement and public-private partnerships.

In order to determine the best course of action, and what public-private partnership approaches are conducive to ONCD implementing the National Cyber Workforce and Education Strategy with private sector partners, ONCD contracted with the National Academy of Public Administration. The Academy

  1. Designed, planned, and facilitated stakeholder engagement listening sessions; and
  2. Developed a white paper with a recommended public-private partnership approach.
