The Defense Civilian Intelligence Personnel System: An Assessment of Design, Implementation, and Impact

DoD engaged in the design, development and implementation of the Defense Civilian Intelligence Personnel System (DCIPS). The FY 1997 National Defense Authorization Act gave the Secretary of Defense authority to establish common personnel policies for DoD intelligence components.
