D. Robert Worley held progressively senior positions in non-partisan institutions conducting policy analysis spanning three decades. Positions held include the RAND Strategy Assessment Center, RAND’s National Security and Army Research Divisions, the Joint Advanced Warfighting Program at the Institute for Defense Analyses, and the Potomac Institute for Policy Studies’ Center for Emerging Threats and Opportunities at Quantico. Pro bono work on Project on National Security Reform. Executive Military Analyst, U.S. Army, Mission Command Battle Lab. Post-9/11 efforts focus on national strategy, instruments of national power, and interagency processes. Authored a book, "Orchestrating the Instruments of Power: A Critical Examination of the U.S. National Security System." Examined U.S. interagency operations in the Horn of Africa and conducted experiments in the Middle East. Authored "The National Security Council: Recommendations for the New President". Authored "Waging Ancient War" (Strategic Studies Institute) proposing a national strategy against terrorism. Member of Strategist Panel and principal author of report under signature of Commander, United States Special Operations Command. Participated in formulation of new Maritime Strategy. Invited lecturer on national security strategy to senior Taiwanese officials. Invited speaker at the National War College, service colleges, and U.S. government agencies. Authored "A National Security Strategy for a Normal Country in a Normal Time." Post-Cold War efforts include counterdrug policy, asymmetric warfare, and transformation of military forces. Authored a book on military service culture and transformation, "Shaping U.S. Military Forces: Relevance or Revolution in the Post-Cold War World." Cold War efforts centered in command and control and training higher echelon headquarters including joint, service, and interagency. Co-authored "Understanding Commanders’ Information Needs" and several analyses of training. Managed and directed research, development, and software engineering efforts at the Hughes Aircraft Company, RAND, NASA, and UCLA. Products include command and control information, wargaming, campaign planning, and force structure analysis systems.
