FPAC Business Center Evaluation Service Level Development and Service Level Catalog

Background

The U.S. Department of Agriculture (USDA) Farm Production and Conservation (FPAC) Business Center provides services to employees and customers across the Farm Service Agency (FSA), the Natural Resource Conservation Service (NRCS), and the Risk Management Agency (RMA). The services provided by the FPAC-BC were designed to improve operations and efficiencies within USDA and bolster support for America’s farmers, ranchers, and foresters. The FPAC-BC became operational in October 2018 and has undergone some minor structural changes to improve output.

Project Description

FPAC-Business Center requires an analytical assessment to categorize and establish an FPAC-Business Center Shared Service Catalog to articulate the specific functions within the Business Center and the supported FPAC agencies, define performance level targets, and outline accountability mechanisms. The Academy will

  • Conduct a twelve-month assessment evaluating the shared service providers’ strategic, operational, and administrative functions;
  • Articulate the services FPAC-Business Center provides, the current target performance levels for those services, and develop a plan for ongoing FPAC-Business Center service delivery improvements to the FPAC mission area;
  • Create an inventory of services and their attributes currently delivered by the FPAC-BC;
  • Develop recommendations on an electronic Shared Service Catalog for the FPAC-Business Center with a supporting communications and change management plan; and
  • Create Service Level Agreements for the FPAC-Business Center Catalog of Shared Services with supporting communication and change management plans.
