Mandated by Congress, this study was inspired by a breakdown in how the Corporation for National and Community Service (CNCS) handled the funds that provide education awards for its volunteer members, which resulted in an Antideficiency Act violation.

The study has shown that the Corporation, despite progress in many areas, still has a long list of challenges it must overcome if it is to become a top-performing organization. CNCS’ leadership welcomed this latest review by the Academy as an opportunity for an independent, outside analysis of its operations. It has been in that spirit that the Academy Panel and study team have worked with the Corporation, and it is in that spirit that the Panel has developed recommendations for the Corporation’s consideration. In doing so, the Panel is aware that some of its recommendations will take a number of years to implement fully. Some require legislation.
