This was the second report prepared as part of an ongoing Academy review of the state of change at the FBI, which provided general findings and recommendations on the bureau's human capital systems, practices, and policies, and was designed to guide the Bureau toward meeting its human capital objectives.
During this project, the Panel, chaired by former Attorney General Dick Thornburgh, and Academy staff received full access to FBI senior officials, key employees, and relevant internal documents.

The Panel and Academy staff reviewed FBI’s human capital structures, policies, and practices, identified the key human capital challenges facing the Bureau, and provided a set of prioritized recommendations to address these challenges and guide the Bureau toward meeting its human capital objectives.
