New Models of Public Governance: Measuring Performance and Accountability in a Complex World


Federal agencies are developing their required 4-year strategic plans to be presented to Congress early next year. But as they do so, are they rethinking how they assess the performance and accountability for the results of those plans? Is it appropriate to use a one-size-fits-all approach? Dr. Alnoor Ebrahim, Tufts University, will share his cutting-edge work on developing alternative performance and accountability frameworks in the nonprofit sector, depending on the governance model being used to pursue a particular social outcome.

We will then discuss how these frameworks might be adapted to the government to provide more relevant ways to assess performance and accountability in the public sector. For this discussion, he will be joined by Adam Lipton, at the U.S. Office of Management and Budget, who leads a network of federal agency strategic planners; and Chris Mihm, former managing director for strategic issues at the U.S. Government Accountability Office.

This session builds on the EOM Panel’s Grand Challenges work on New Models of Public Governance and its July session on the skills needed to effectively lead large-scale social transformation. Participants in the 20-year-old Government Performance Coalition are invited to join this session to contribute their insights, as well.
