I am a professor emeritus in the Andrew Young School of Policy Studies at Georgia State University in Atlanta, Georgia (and professor emeritus in the Hugo Wall School of Urban and Public Affairs at Wichita State University) and a municipal securities expert witness. For over 40 years, I taught courses in public budgeting and finance. A particular research specialty is state and local financing and municipal securities. From 2012-2015, I served on the Board of Directors of the Municipal Securities Rulemaking Board which was created by Congress to promote a fair and efficient municipal market. I served as the editor-in-chief of the only refereed journal devoted to municipal securities, the Municipal Finance Journal, from 1989-2023. I am a Fulbright Scholar, the recipient of both the Aaron B. Wildavsky Award for lifetime scholarly achievement in the field of public budgeting and financial management and the Paul Posner Award for lifetime academic and practitioner achievement in the field of public budgeting and finance, and the recipient of the Industry Award from the National Federation of Municipal Analysts.
