Fellow Highlight: David Zavada

David Zavada is a Senior Partner with Kearney & Company. Previously, David served in a number of Senior Executive positions in the federal government. He was responsible for government-wide financial management policy at the U.S. Office of Management and Budget, agency-wide financial management at the Federal Aviation Administration, and Assistant Inspector General at the Department of Homeland Security.

Who or what inspired you to enter into public service? While conducting financial audits of local governments in Pennsylvania for my father’s CPA firm, I enjoyed working with governments and improving government operations. This inspired me to pursue my MPA at the Maxwell School at Syracuse University and focus my career on government.

What is your favorite class you have ever taught or took and why?

Microeconomics – regional economic transformation interests me possibly because I grew up in Northeastern Pennsylvania, which has struggled to retain good jobs and achieve economic vitality.

What advice would you give to those interested in pursuing public policy or public administration as a career?

Don’t be afraid to follow your passion – a career in government and/or serving government can be very rewarding. I would also suggest gaining experience both in and outside of government to balance your perspectives.

What area of public policy interests you the most and why?

Government management, especially government financial management because this is where I feel I can have the most impact.

What is your favorite cuisine?

Italian – I grew up with it – but also Indian and Japanese.

What is your favorite hobby or activity that you enjoy doing in your free time?

Cycling on the D.C.-area trails, golfing, and spending time with loved ones.

Who in your life has been an influential mentor or inspiration for you?

My Dad, Paul Zavada, who was also a CPA and college professor and Kearney & Company’s Chairman of the Board, Ed Kearney – I admire both for their entrepreneurial spirit, desire to give back to society, integrity, and family focus.

What was your dream job as a child?

Major League Baseball Commissioner
