Reducing Homelessness in the United States: An Intergovernmental Challenge

This report of the Homelessness Working Group is the product of many months of exploration and deliberation by a group of Academy Fellows who raised their hands in response to a call from Mark Pisano and Shelley Metzenbaum, co-chairs of the Standing Panel on the Intergovernmental Systems, to focus on the challenge of homelessness. Rather than responding to a specific request, these Fellows focused on the intergovernmental dimensions of homelessness because of a shared interest in addressing a pressing societal problem.

The authors, led by Academy Fellows Rich Callahan and Steve Redburn, engaged in depth with people working with the practical administrative challenges homelessness presents to communities nationwide and only then developed tentative ideas for addressing those challenges. Rather than make definitive recommendations to agencies and leaders, the group chose a different approach – posing a series of leading questions to people at all levels in the intergovernmental system and inviting future research on these questions.
