Shelley Metzenbaum has dedicated her career to improving public management and performance. Since 2015, she has been the Principal of The BETTER Project, focusing on enhancing government effectiveness. Prior to this, she was the Founding President of The Volcker Alliance from 2013 to 2015, where she worked on strengthening public service. From 2009 to 2013, Ms. Metzenbaum served as the Associate Director for Personnel & Performance at the United States Office of Management and Budget. Before that, she directed the Edward J. Collins Center for Public Management at the University of Massachusetts Boston McCormack School from 2008 to 2009. Her earlier roles include being the Executive Director of the Performance Measurement Project at the John F. Kennedy School of Government, Harvard University, from 1998 to 2001. She also served as the Associate Administrator for Regional Operations and State/Local Relations at the United States Environmental Protection Agency from 1993 to 1997. In the early 1990s, Ms. Metzenbaum was the Under Secretary at the Executive Office of Environmental Affairs for the Commonwealth of Massachusetts from 1990 to 1991. She also directed the Office of Capital Planning and Budgeting for the Commonwealth of Massachusetts from 1987 to 1990. Additionally, Ms. Metzenbaum has been involved with the Environmental Compliance Consortium and has shared her expertise as a Visiting Professor and Senior Fellow at the School of Public Affairs, University of Maryland. Throughout her career, Ms. Metzenbaum’s dedication to performance measurement and environmental affairs has greatly impacted the field of public service and management.
