As state and local governments face increasingly sophisticated cyber threats and rising digital risk, navigating the current policy and resource environment demands coordinated strategy, strong public-private partnerships, and adaptable governance models. The panel will examine how evolving federal guidance, grant programs, and threat intelligence will impact the focus on state and local preparedness, and will examine how practical, scalable digital risk management will be affected—and offer concrete recommendations for public administrators to act decisively in this critical arena of national resilience.

Panelists:

  • Tracy Doaks is President and CEO of MCNC, the technology nonprofit focused on delivering high-performance Internet and networking, cloud services, cybersecurity, and other essential technologies for communities throughout North Carolina. Prior to joining MCNC in August 2020, Tracy was the state chief information officer and secretary for the N.C. Department of Information Technology, where she led the state agency responsible for all IT procurement, state cybersecurity, operational services, broadband infrastructure, solutions division, data analytics center, the N.C. 911 Board, and strategic IT planning.
  • Jeff Greene is a Distinguished Fellow at the Aspen Institute. He served as the Executive Assistant Director for Cybersecurity at the Cybersecurity and Infrastructure Security Agency (CISA) and the Chief of Cyber Response and Policy on the National Security Council (NSC) during the Biden Administration. Before that, he was Director of NIST’s Cybersecurity Center of Excellence.
  • Bobbie Stempfley serves as Vice President & Business Unit Security Officer at Dell Technologies, driving Security and Resilience efforts in the product business units. Bobbie has served in executive leadership roles in DHS and DoD, where she led efforts to engage with critical infrastructure and the Federal Government to reduce cyber risks and prepare and respond to cyber events as the Assistant Secretary for Cybersecurity and Communications.
