Pan Suk Kim

Pan Suk Kim is Professor Emeritus of Public Administration in the Department of Global Public Administration at Yonsei University, Republic of Korea, and an International Fellow of the National Academy of Public Administration. He previously served as Dean of the College of Government and Business at Yonsei University. He has held several leadership positions in international public administration. He served as a member of the International Civil Service Commission (ICSC) and completed two terms as a member of the UN Committee of Experts on Public Administration (CEPA) (2006–2009 and 2010–2013). He has also led numerous professional associations, including the Korean Society for Public Personnel Administration, the Asian Association for Public Administration (AAPA), and the International Institute of Administrative Sciences (IIAS) in Brussels, where he served as President. In addition to his academic and professional leadership, he has extensive experience in government service. He served as Secretary to the President for Personnel Policy in the Office of the President of the Republic of Korea and later as Minister of Personnel Management, overseeing national civil service policies and reforms. His contributions to the field have been widely recognized. Among numerous honors, he received the International Public Administration Award from the American Society for Public Administration (ASPA) in 2009 and the Donald C. Stone Service to ASPA Award in 2019.
