Biography

Andy's focus is on helping state agencies use evidence and data to strengthen their results. He launched his consulting practice in 2021 and has since helped more than a dozen agencies, including in Minnesota, New Mexico, North Carolina, Ohio, Tennessee, and Wisconsin. Projects include:

 

✔️ Launching PerformanceStat initiatives: ongoing data-driven reviews between state agency leadership and divisions, e.g., HealthStat, AgingStat, ChildStat and JobsStat.

✔️ Facilitating leadership offsites, including guided logic model development.

✔️ Evidence and performance management training, e.g., co-facilitating New Mexico’s Performance Academy.

✔️ Developing state-wide program inventories, e.g., Tennessee's inventory, spanning 19 state agencies.

 

Andy previously served at the White House Office of Management and Budget as a founding member of the Evidence Team. Prior roles include Visiting Fellow at the Brookings Institution; Special Adviser for Evidence-Based Policy at the U.S. Department of Education; Staff Economist at the White House Council of Economic Advisors; and one of the top three appointed leaders at Wisconsin’s labor department.

 

He has taught strategic management at the Harvard Kennedy School, the University of Singapore, and the University of Wisconsin-Madison. He also hosts the Gov Innovator podcast, with more than 200 interviews with results-focused leaders and other experts.

 

Andy holds a BA in economics from Swarthmore College and an MPP and PhD in Public Policy from Harvard University. In 2017, he was elected a fellow of the National Academy of Public Administration.
