Ms. Elise Johnson joined the Academy in 2019 and has served on studies for eight different federal agencies and departments, including work for the Department of Defense, the Coast Guard Academy, the Cybersecurity and Infrastructure Security Agency, the Office of Personnel Management, and the Department of Commerce. Ms. Johnson’s focus areas include organizational transformation and change management, human capital, governance, and strategic planning.

Before joining the Academy, Ms. Johnson earned a Bachelor of Arts in Public Policy, a Bachelor of Arts in Government & Politics, and a Spanish minor from the University of Maryland, College Park. During her senior year, she completed a capstone project with the Academy for her Public Policy degree. Ms. Johnson currently serves as the Vice President of the University of Maryland’s School of Public Policy Alumni Board.
