Our Mission

Drive transformational changes in governance structures that enable local communities and governments to implement adaptive solutions and work effectively to navigate the increasing challenges of extreme weather events.

Our Vision

Building a future where communities effectively adapt to extreme weather events and their economies thrive in an ever-changing environment.

The cost of disasters is skyrocketing

The frequency of billion-dollar natural disasters has nearly doubled from 14 events in 2014 to 27 in 2024. The devastating 2025 Southern California wildfires exemplify how unprepared communities face catastrophic losses.

With approximately 6 million uninsured homes nationwide and growing insurance market gaps, local governments must act decisively to protect their constituents and economies.

Public administration must evolve, moving beyond outdated bureaucratic models and siloed agencies to create dynamic, place-based institutions that:

Where they live, work, and gather.

Not just processes or outputs.

Especially in underserved communities.

What We Do

  • Building new governance models that align with the scale and complexity of climate threats.
  • Creating toolkits and frameworks for local and regional resilience planning.
  • Piloting real-world solutions in vulnerable communities.
  • Fostering partnerships across government, academia, nonprofits, and the private sector.
  • Driving action—not just research—to help communities prepare before disasters strike.
