In Section 1112(b) of the Fiscal Year 2020 National Defense Authorization (NDAA) Act, the U.S. Congress instructed the Director of the Office of Personnel Management (OPM) to contract with the National Academy of Public Administration (the Academy) to conduct a comprehensive, independent study addressing a series of specific questions surrounding OPM’s statutory and non-statutory functions and associated challenges in executing those functions. In March 2021, the Academy released the results of this study in a report entitled, Elevating Human Capital: Reframing the U.S. Office of Personnel Management’s Leadership Imperative.

In this presentation, you will learn about the study’s scope, major findings, and recommendations. Additionally, presenters will address implications of the assessment for OPM, Chief Human Capital Officers, and federal agency managers. There will also be an opportunity to ask questions.
