After completing a postdoctoral research position at the Kennedy School of Government at Harvard University, Ms. Mergel began her academic career as an Assistant Professor of Public Administration and International Affairs at the Maxwell School of Citizenship and Public Affairs at Syracuse University. She was later promoted to Associate Professor in the same department. Eventually, she achieved the rank of Full Professor of Public Administration in the Department of Politics and Public Administration at the University of Konstanz. In 2022, she published Human-Centricity in Digital Delivery: Enhancing Agile Governance, a report on recommendations for governments to build competencies for redesigning public services. She was also a postdoctoral researcher at the Kennedy School of Government of Harvard University.
