Michael A. Pagano is Dean Emeritus of UIC’s College of Urban Planning and Public Affairs (2007-2021), Professor Emeritus of public administration, founding Director of UIC’s Government Finance Research Center, co-editor of Urban Affairs Review (2001-14), and former Nonresident Senior Fellow of the Brookings Institution’s Metropolitan Policy Program. He has published twelve books and more than 100 articles on urban finance, capital budgeting, federalism, infrastructure, urban development and fiscal policy. He has received more than $3 million in external grants from the John D. and Catherine T. MacArthur Foundation, the National Research Council, Lincoln Institute of Land Policy, Pew Charitable Trusts, Brookings Institution, CEOs for Cities, National League of Cities, Chicago Community Trust, U.S. Advisory Commission on Intergovernmental Relations, and elsewhere. He received the Aaron Wildavsky award for a lifetime contribution to the study of budgeting and financial management from the Association for Budgeting and Financial Management of ASPA (2019), the Donald Stone Distinguished Scholar award from the Section on Intergovernmental Administration and Management of ASPA (2015), the Daniel Elazar Distinguished Scholar Award from the Section on Federalism and Intergovernmental Relations of the American Political Science Association (2011), and the Robert Agranoff Award for Federalism Public Engagement, awarded by the Federalism section of APSA (2021).
