Patricia M. Shields is a University Regents' Professor in the Department of Political Science at Texas State University. She directed the Master of Public Administration Program at Texas State for 17 years and served on the Commission for Peer Review and Accreditation and the National Council at NASPAA. She has been Editor-in-Chief of the journal Armed Forces & Society since 2001 and is a Contributing Editor to Parameters: The Quarterly Journal of the US Army War College. She has served on the editorial boards of Public Administration Review, the Journal of Public Affairs Education and Administration & Society. She won the Leslie Whittington Excellence in Teaching Award from NASPAA in 2002 and the Janowitz Career Achievement Award from the Inter University Seminar on Armed Forces & Society in 2017.
