Sara Mogulescu was appointed president of the Volcker Alliance in January 2022. She joined the Volcker Alliance in September 2018 as its inaugural executive vice president. She has dedicated her career to the civic sector and has established an expansive record of working with leaders of public agencies, national foundations, and community organizations to achieve impact and implement change. She is a nationally recognized expert in program design, nonprofit management strategy, and innovation in city government. Ms. Mogulescu comes to the Volcker Alliance from Bennett Midland, a civic sector consulting firm at which she was a partner. During her tenure at Bennett Midland, she collaborated with leaders of public agencies and community organizations to design and implement complex interdisciplinary initiatives. She led the team that supported the design and roll-out of What Works Cities, a national initiative from Bloomberg Philanthropies that has helped one hundred mid-sized American cities accelerate their use of data and evidence to engage citizens, make government more effective, and improve people’s lives. She was also a principal architect of the Safety and Justice Challenge, a $100 million investment by the MacArthur Foundation in local jail reform. Previously, Ms. Mogulescu served as the founding director of the Center on Youth Justice at the Vera Institute of Justice, where she developed and managed a varied portfolio of initiatives. She holds a bachelor’s in economics and government from Wesleyan University and a juris doctorate from the New York University School of Law.
