David Gragan is a partner at Shepherd 12, a small business formed to support good government and excellence in public procurement. Dave served as the Senior Procurement Executive of the Consumer Financial Protection Bureau from 2010-2019. He has also been the Chief Procurement Officer for Texas, Indiana and the City of Washington, DC. Dave spent seven years in the private sector with CGI, Oracle, and Accenture, working with state and local governments on procurement best practices. Dave is a NAPA Fellow and a Fellow of the National Contract Management Association, which serves the federal acquisition family. He is also a past president and life member of the National Association of State Procurement Officials, which supports the directors of procurement of the fifty states. Dave graduated from the US Air Force Academy and the University of Southern California and served as a Marine Corps Signals Intelligence Officer.
